Onyx Storm's ending has, as mentioned, left little room for hope as Xaden's departure leaves the characters at a huge disadvantage against the venin. Even so, the framing device is a clear sign that they do end up finding a solution and live to write history, allowing Jesinia a chance to reverse Markham's ruling and reach her position.
If the characters fully failed to defeat the venin or in rebelling against Navarre's corrupt systems, then Jesinia would not be the head of the Scribes. Not only would Markham's ruling still stand, but Navarre would simply return to their ways from before the series if all the characters died or failed.
