If Oda had decided on Jinbei as a crew member from the very beginning, it seems unlikely that characters like Yamato would have a chance to join. Even more surefire add-ons like Vivi seem likely to remain a temporary addition if she decides to rejoin the crew for the final leg of their journey--similar to Oden, Nekomamushi, and Inuarashi with Roger. The core lineup was carefully planned, and any additional members would disrupt the balance Oda established long ago.
Furthermore, since it took until the start of the final saga for Jinbei to officially join, there’s little time left to properly explore the dynamics of a new crew member. With the series nearing its end, introducing someone new now wouldn’t allow for meaningful development within the already well-established Straw Hat family. As One Piece enters its climactic saga, it seems unlikely that anyone else will permanently join, no matter how much fans might hope otherwise.
